Resumen

O objetivo deste texto é apresentar e problematizar como a tramitação do gênero discursivo Projeto de Lei 388, de 16 de junho de 2021, proposto pela então vereadora Erika Hilton (PSOL), no município de São Paulo, sobre a criação do programa municipal de distribuição de absorventes, em relação aos outros gêneros (cadeia de gêneros) – texto substitutivo, emenda e justificativas – evidenciou não só disputas discursivas como também disputas pelo saber-poder em torno das discussões sobre identidade de gênero e direitos sociais e humanos, mostrando que as práticas sociolegislativa e executiva estão enredadas em práticas políticas, ativistas, jurídicas, técnicas, partidárias com a confrontação de poderes causais de distintos agentes sociais.

Abstract

The objective of this text is to present and problematize how the discursive genre Bill 388, of June 16, 2021, proposed by the then councilor Erika Hilton (PSOL), in the municipality of São Paulo, on the creation of the municipal program of distribution of pads, in relation to other genres (genre chain) – substitutive text, amendment, and justifications – showed not only discursive disputes but also disputes for knowledge-power around discussions on gender identity and social and human rights, showing that socio-legislative and executive practices are entangled in political, activist, legal, technical, party practices with the confrontation of causal powers of different social agents
